China and India 'water grab' dams put ecologyof Himalayas in danger

The future of the world's most famous mountain range could be endangered by a vast dam-building project, as a risky regional race for water resources takes place in Asia . New academic research shows that India, Nepal, Bhutan and Pakistan are engaged in a huge "water grab" in the Himalayas, as they seek new sources of electricity to power their economies. Taken together, the countries have plans for more than 400 hydro dams which, if built, could together provide more than 160,000MW of electricity – three times more than the UK uses. In addition, China has plans for around 100 dams to generate a similar amount of power from major rivers rising in Tibet. The dam and the Santo Antonio complex that is being built a few kilometres downstream will provide just 5% of what government energy planners say the country will need in the next 10 years . "China's involvement in hydropower development in Latin America has grown significantly since 2010. It's fair to say that Chinese dam-building companies are targeting the Latin American market," said Grace Mang, China programme director at International Rivers, a green non-governmental organisation in the United States. Before 2010, International Rivers was aware of only two Chinese hydropower projects in Latin America, both in Belize, Mang said. Those states — Cambodia, Laos, Thailand and Vietnam — are now set to wage their own battle for control of precious water resources, with China looming large through its role as a willing creditor. Despite hydropower plans for the Lower Mekong dating back to the 1950s, the river still flows freely south of the Chinese border. That may not be the case for much longer. The governments of Cambodia, Laos, Thailand and Vietnam have proposed to build eleven dams on the Lower Mekong — nine in Laos and two in Cambodia. The  costs and poor performance of large dams were in the past largely concealed by the public agencies that built and operated the projects. Dams consistently cost more and take longer to build than projected. In general, the larger a hydro project is, the larger its construction cost overrun in percentage terms. The true risks and costs of dams are being forced into the open due to increasing public scrutiny and attempts to attract private investors to existing and new projects. The World Commission on Dams found that on average, large dams have been at best only marginally economically viable. The average cost overrun of dams is 56%. This means that when a dam is predicted to cost $1 billion, it ends up costing $1.56 billion. In too many cases, the burden of uneconomic dams is shouldered by a nation...

The refusal came after the Egyptian president, Mohamed Morsi, promised to "defend each drop of Nile water with our blood" and other senior Egyptian politicians called for the dam's destruction. A spokesman for the Ethiopian prime minister said on Tuesday that Morsi's speech was irresponsible and that the project would proceed as planned. "Nothing is going to stop the Renaissance Dam.
